What does a 30 percent chance of rain mean?

It means rain continues for 30 percent of the time.
時間の30パーセント雨が降り続くという意味。
It means rain will cover 30 percent of the area.
地域の30パーセントで雨が降るという意味。
It means measurable rain occurs about 30 times in 100.
測定できる雨が100回中約30回降るという意味。
It means the rain is 30 percent heavier than usual.

本編の「雨予報の数字を、読み直す」から少し先へ進んだ会話です。先に音で流れをつかみ、3問の内容確認後に英文と日本語訳を確かめます。
Harutoは以前、降水確率30パーセントを何の割合だと思っていましたか。
雨量が大事なとき、Airiは何を確認すると言いましたか。
短期予報と週間予報の対象時間について、会話で述べられたことは何ですか。

I thought 30 percent meant rain for 30 percent of the afternoon.
30パーセントなら、午後の30パーセントの時間だけ雨が降ると思ってた。
I imagined it meant rain across 30 percent of our city.

But it only describes the chance of at least one millimeter during the forecast period.

the chance of + 名詞・動名詞で、起こる可能性を表します。例: We checked the chance of snow before leaving.（出発前に雪の可能性を確認しました。）
whether ... or ...
〜か…かどうか
whether A or B で、二つの可能性のどちらかを表します。例: Please tell me whether the store is open or closed.（店が開いているか閉まっているか教えてください。）
when ... matters
〜が重要なとき
when + 主語 + matters で、何かが判断に重要になる場面を示します。例: Use a ruler when exact length matters.（正確な長さが重要なときは定規を使ってください。）
be given for ...
〜を対象に示される
be given for + 期間・目的で、情報や許可が何を対象に示されるかを表します。例: The permit is given for one year.（その許可は1年間を対象に与えられます。）
