Decades ago, farmers around this district depended on one main irrigation canal.

Disputes arose because ordinary gates could send different amounts downstream as water levels changed.

A cylindrical divider solved that problem without electricity.

Water entered through an underground pipe, rose at the center, and overflowed the circular rim evenly.

Low walls around the rim divided that circumference according to each canal's agreed share.
縁を囲む低い壁が、各水路で合意した取り分に従って円周を分けていました。
Therefore, when the total flow rose or fell, each canal still received the same proportion.
そのため、全体の流量が増減しても、各水路は同じ比率の水を受け取り続けました。
The arrangement was also visible, so residents could confirm the rule themselves.
その配置は目に見えたため、住民自身が配分の規則を確認できました。
That transparency helped turn a technical structure into a trusted local agreement.
